I noticed you have a few tanking items equiped, that would be problem number 1. Your crit chance is pretty low, only 20% which means when you factor in the opposing teams res........ well you know why your having problems bursting them down :)
Your goal isn't to burst people down in 1 go, your goal should be to pressure the opposing team into either OoM or making a mistake and over extending. I run 2s with my friend as Arms/Resto druid. You need to switch between the healer and the dps constantly and use MS to screw with the healers mana efficiency. Pressuring the other dps also helps bring the opposing healer out of LoS kiting for your Disc to manaburn him. Heal/dps vs Heal/dps fights never end quickly unless 1 side is horrible. Rogue/disc is very hard to fight atm, so don't feel bad if you lose more times then you win.
Honestly though, with those kinds of lag issues, you will never really go too high because in pvp, having a quick reaction time is probably the most important thing.
