The Raiding Ret Pally-Spec, Gear, and Rotations

I've only recently started DPSing for raids, and I had a few questions.
First off, what do I do with all of my talent points? Once I've put points in the talents that I want, I have 13 left over, and I'm not quite sure where to put them. My base build is

. Should I just stick the in the PvP talents? I'd put them in the Protection tree for the talent that reduces the Hammer of Justice cd, but I very rarely use HoJ in raids (since I use Seal of the Martyr instead of Seal of Command).
Gear-wise, I should be going for hit (until capped, which is around 360, correct?), Crit, Attack Power, Strength, and Stamina. How useful is Haste to me? I'd heard that haste was good for a paladin who used Seal of the Martyr (is that the Seal to use for raids?). What about Armor Penetration?
Is there a particularly good rotation I could be using?

Hit cap : 263 rating. (8%) If you're alliance aim for 230 rating (7%) because of draenei racial.
After hit it's like this (to my understanding): Str & Expertise > AP > Crit > Haste > ArP
Since you said you're using SotM why did you put points in SoComm instead of PoJ? PoJ is a DPS talent.
The remaining 13 points in your build you can spend anywhere you want. Most people would spend them in prot though.
Rotation FCFS (First Come First Serve) CD clash resolution as follows:
CS > HoW > Judge > DS > Cons. > Exo > HW

Ah, ok.
I put points into SoC mostly because I could. And I do use it on some fights (such as on Loatheb, since a Seal that hurts me when I strike is less than ideal for that fight.
HoW means Hammer of Wrath right? Why would that be in the front of the sequence, since its only usable on targets below 20% health?
What about doing Holy Wrath at the beginning of the sequence instead of the end, since it has a longer cooldown?

The sequence only shows priority, until 20% you pretend like its not there, but once the boss is at 20% you begin prioritizing it.
And Holy Wrath uses a lot of mana and doesn't do much damage, it's more icing on the cake, if you have time waiting on a GCD, as well as the mana to sacrifice, pop it, if not don't worry about it.

I've just been using Holy Wrath when everything else is on cd. I don't really ever go oom, so I don't worry about high mana cost spells.
I just put the point in SoC because I had points left over.

From that list which when you said newer i assume you meant post 3.1 after the judgement nerf.... why are we prioritising CS> judge in the FCFS?

The first link is pre-3.1 the other two are post-3.1.

3.1 clash resolution is as follows: CS > HoW > Judgement > DS > Consecration > Exorcism > Holy Wrath
During the beta it was agreed upon that because of vastly changed mechanics, our rotations should be thrown out and thus came to be known as FCFS (First Come First Serve) - and this is still true in 3.1. Not much to explain about it, just use whatever is off cooldown, whenever you can (watch your mana bar). See below for clash resolution (when 2 skills are off cooldown, which one do you use?). Be sure to use AW and Divine Plea as much as you can, as both provide a nice boost in damage/mana. In a situation with AoE, say trash for example, Consecration and DS should be prioritized. Yes, even with the exorcism changes, it still ranks behind all of our strikes and consecrate due to a longer cooldown and higher miss rate. You can often open on bosses with an exorcism or judgement while running into melee range, and then once you are in melee range FCFS takes over.
As to why CS > Judge im not entirely sure TBH. Maybe the links i provided are done using Judge > CS.
The first one is done with AoE dmg so DS gets up high but the second patchwerk link the difference between Judge and CS is only 2% so if he was using a Judge > CS prio that could explain it.
Maybe a CS > Judge prio would've given him more damage?

Also, SoC blows chunks in pve, even solo. Pop up SS and the self-damage is gone (note: SS does not proc from self-damage, something else must get the shield up). And 15% run speed (PoJ) is HUGE. Gives you extra melee swing or two in static fights, and whole lot more in movement fights (aka most of Ulduar).
