Blood craze, piercing howl, imp. intercept, unbridled wrath and imp. rend are all pretty useless, tbh.
You may as well swap the 2 points in imp. rend for 2 in parry - rend only works in battle stance, which you shouldn't be in, parry will at least give you a chance of not taking a hit from pulling aggro or a random spawning mob that decided you looked tasty.
You have tactical mastery and imp. charge. Rage generation should not be an issue, but one thing I use is a pre-combat macro:
/cast charge
/cast berserker stance
It charges, generating rage, then puts me in zerker immediately, so when I connect with the mob I keep all that initial contact rage plus what I got from the charge. If for some reason the charge didn't work, you'll still be in zerker when you arrive and can pop bloodrage while you're running.
Commanding presence and booming voice are very good. I also suggest the glyph of battle for 5 minute shouts, and 3/3 imp. cleave for those multi-mob trash pulls.
I'm not 100% sure but I think there are other buffs that superscede rampage. If you see it proccing a lot in runs, leave it in. If not, you might want to take it out.
Your AP and crit look a bit low, and hit looks high. I'd suggest taking all those gems out and making them +16 str and +16 crit, personally. Also, is the armoury playing up, or do you actually not have any enchants? They make a massive difference, and getting enough greens for someone to melt down for you is really not that hard. Enchant for str and crit, AP where those are not an option and you should be fine.
