Often times that one second you specced into is wasted. Either stormstrike will come off cooldown or you'll get a 5 stack maelstrom, which both have priority over earth shock, effectively making those 5 points you spent worthless. Now, this isn't always the case, but it happens enough to make Reverb a bad choice compared to other abilities you could have; such as Imp. Shields. My advice would be to unspec Reverb completely. I've toyed around with a reverb spec myself and, while the talent looks tempting, it's not as good as it looks.
Also, expertise is the most important stat next to hit until you reach the cap.The whole reason Unleashed Rage was changed in the first place was because to reach cap, before the change, literally all your gem slots needed to be filled with expertise gems. The change allows Enhance Shaman to gem/enchant for AP and hit while gemming/enchanting for much less expertise. It counts for somewhere around 74 expertise rating. If you're a raiding Enhancement Shaman you want this ability.

Trust me, I know. But it was a 20 DPS increase over my previous offhand, which made it worth the minor gimp for the increase to melee damage.
Actually it's not just a minor gimp. You're gimping your Flametongue damage, Stormstrike damage and Lava Lash damage. The Lava Lash damage isn't such a big deal, but the damage you're losing from Flametongue and Stormstrike are far from minor. You're going to want to pick up
Pride
or even something like
Stormstrike Mace
or
The Key
.

posted from EJ is out of date, in the 3.1 patch Flametongue weapon was changed to make it the same for both fast and slow weapons.
Before the faster the weapon the more DPS Flametongue would be doing overall. But now it no longer scales better with a fast weapon so you're back to using slow/slow as Blizzard want.
If you read the topics in the shaman forum there you'll see the stuff about it, in the 3.1 Enhancement topic I believe.
