Defense:
Each point of +Defense skill adds 0.04% to the chance to be Missed, to Block, to Dodge and to Parry for players. This means +25 Defense will grant you an extra 1% Miss, Parry, Dodge, and Block... but you cannot parry... and you cannot block... therefore Defense is not as useful to a bear tank as to other classes...
Agility
:
Agility adds to armor, dodge, and crit. Which are all amazing for a druid tank considering the recent armor nerf and need to crit more for a small bubble to absorb damage.
Overall, Agility and Stamina should be your focus. Forget about trying to stack defense. If defense comes on your items along with dodge rating and agility, so be it, although you should never take a piece that has defense if you are sacrificing agility or dodge rating.
If you get it... great... but there are much more important things to get

If you have the choice (and this would be rare, maybe in a belt gem) of 1 Defense Rating or 1 Agility or 1.5 Stamina (equal item budgets) -- The correct choice is almost never Defense Rating. The only exception I can think of is if you have absolutely massive amounts of Dodge%, and diminishing returns on dodge makes the miss% / dodge% from defense better than the armor / dodge% from the agility. But even in this case, Stamina would probably still add more Time-To-Live.
Basically I agree with Skieth, if you pick up some Defense here-and-there, sweet... But don't do it on purpose, especially not at the cost of agility or stamina.
