The 367(14%)hit rating u r reffering to is the the hit cap for an elemental shaman(spell miss chance).
For an enhancement shaman the hit cap rating is at 446(17%).
it should be pointed out that 14% is a SOFT spell hit cap. it is granting you having either a shadow priest, or a boomkin in your raid.
hard spell hit cap is also 17%.

In other words, get 14% and build a few pieces of gear to hit the hard cap (no mages or boomkins, 17%).
...and then you have to hit the Expertise cap.

Wrong use of thermonology.
Hard and soft cap got nothing to do with spell hit. Hard and soft cap is something dual wielding melee classes worry about, since they have two different hit calculations:
One for special attacks that needs the soft cap to be reached for all attacks to land
One for autoattacks, that needs the hard cap to be reached for all attacks to land
Hard cap for all dual wielding classes is 886 hit rating, which is not viable to attempt to reach.
Spell hit only has one cap. How you reach it is your own heardache. If you group with classes that decrease your cap - you should (if possible) swap gear to replace the excess hit rating for other stats

Spell hit........are you sure? It's probably because of remarks like this that Blizzard decided to merge spell hit and melee hit into one single hit stat.

I'd just like to add that you need
368
hit rating to achieve 14% spell hit, not 367. 367 gives something like 13.94% spell hit, but WoW always rounds
down
.
Raiding enhancement cap spell hit first, then expertise. 368 +hit rating -> 140 expertise rating (additional 9 expertise from talents).
