Umm, that is a loaded question. You get rewards for having certain achievements so why would you want to spend them? And yes once you have them they are strictly decoration.
I believe he is referring to the points being spendable in the future.
I was told by a guild member that with 5000points you could buy a third profession, I don't know anything other than that though.

There is nothing you can buy with points. the number is simply the length of your e-peen.

Maybe they should change the title to Achievement Score instead of Points and them maybe people won't keep thinking they are meant for something. I just don't see this misconception myself, it's just a score.
