I'd say gemming for crit or haste is a waste of gems unless you cant find anything better to make meta.
I am not sure if that was ever the best raiding spec.

You want to spam wrath to proc the starfire eclipse so you can land strings of 10k+ crits.
With enough crits, NG is always up, lowering the need for haste on gear.

Yeah, the big change is that Nature's grace now makes you want to avoid too much haste (clipping issues). Basically, a more even mix between haste and crit is desirable.
I cast starfire first, to proc the 30% bonus to wrath. I use the moonfire and starfire glyphs, so I like to get my moonfire extended as early as possible. I think the theorycrafting has both eclipses pretty even though,my choice is just about extending moonfire.

Actualy the changes to NG allows you to stack even more haste before clipping wraths...
That being said the rotation FF > MS > IS > W (til proc) > SF is the best you can go for.
The rotation FF > MF > IS > sf (til proc) > W is only very very late game and if you gear for having no more then ~ 25% haste from all sources other then NG, and alot of crit to keep NG up. This is more RNG dependant though and not much of a gain over the Lunar eclipse. You wil either do ~10-20 more dps or just as easily alot less.

I don't really like to be rash when it comes to things like Specs, because alot of it has personel preference involved, but ANY PvE Balance build that does not include Starfall fails.
As opposed to the crit vs haste, the answer is almost always Haste.

At 2066 SP in moonkin form this spell does 19k for one GCD. Granted this was on the dummies where there were two additional targets. Nonetheless ulduar is FILLED with AOE boss fights. I don't understand how this is not a DPS topper. Theres no way you're going to be doing optimal moonkin dps without starfall. I would even go as far as to say starfall is more useful than treants, for the duration, it gives an almost guranteed 20%haste, is up every 1:30 or if glyphed, every 1:00, which is twice or even three times as much as treants are up. My last raid I recall Bloodlusted treants getting about 36k bloodlusted. And some fights treants just won't stay alive long enough.
tl;dr: Starfall is more useful than the point in iIS.
