Are you tanking? I hope so, because if you dont you shouldnt apply any sunders. You are confusing me with Hamstring part.
As tank doont look at it as a debuff. From your point of view all that matters is threat, and both shield slam and revenge are better threat. You dont have shield slam yet, but you will at 40.
Rend is useless. Dont ever use Rend when tanking. It does almost no threat, crappy damage and costs tones of Rage which should be better spend on something else.
Also if you are fighting just 1 mob dont spam TC, refresh it only every 30s.
From threat point of view Revenge > Sunder Armor > Heroic Strike > TC > Rend > Demo shout
PS: How do you Hamstring when tanking? Do you tank in Battle Stance?
PS2: On boss fights remember that even though you already stacked 5 SA, applying another one still grants you threat.

For grinding in arms build dont use any Sunder at all. Unless its a group boss fight and your partner(s) are dealing physical damage as well its a waste of rage and GCD. Shouldnt use any TC either unless its a boss fight.
You are 32, so i assume your build look about like
this
, if its different tell me, cause than you probably gimping yourself.
Basically for grinding Rend is great for the first skill you apply after a charge. Try not to use many Heroic Strikes, they dont deal much more damage than your regular hits but will eat your rage you will be able to use in the next fight (or to finish this one with one Execute)
Second important ability is Overpower.
Execute is third.
Basically it should look like this: Charge, Rend, Melee, Overpower, Execute and repeat

TBh if you've got to 31 with a prot style build (not checked your link), and fancy tanking further down the line, you may as well stick with it imo. At 40 you will get shield slam, which is a fantastic ability, and if you are generally playing solo, you will find that a prot build rarely finds you in a position you can't walk away from.
Prot is great fun and very good for levelling from 40 onwards, which isn't too far away.

I think essentially the rage you use for sunder armor could be used for other things. Since you're going with a prot build, and it sounds like you like shields as well, stick with it. Instead I would fight in Defensive stance and use both Revenge and Heroic Strikes. Revenge does some amazing damage even at lower levels. Heroic strike takes a lot of rage and is generally considered a rage dump, but I think it's still better than sunder armor. Once you hit 40 you can use Shield Slam, and then Devastate at 50.
The other alternative as you mentioned is to level as Arms or Fury and then switch later on. If you like shield bashing to interrupt spells, you'll like
pummel
just as well at 38.

if you want to go 1H + shield, don't even look at arms. the build tbomb posted is a good starting point for you.

As for SA uselessness when grinding.
Imagine you put full SA using 5 GCDs and 75 rage within 7.5 seconds, all this time damaging a mob only with your white melee attack. Full stacked sunder reduces the enemy
damage
armor for about 20% increasing your damage against that target for about 10% maybe. Than you do all your damaging moves succesfully killing the guy 10% shorter... thats cool.
Normally while grinding fights take not more than 15s. Some take 5s if you happen to crit a lot.
Lets say your fight normally takes 15s. With sunders it will take 7.5+15*0.9=21
Without sunders 15.
To SA or not to SA your choice - if you want to waste time and rage for a move that doesnt do direct damage its your choice - i choose not.
PS: Of course i am simplifying things a bit, dont treat this as serious theory crafting. Just wanted to show a point.

It seems you are intent on prot, but want to use charge to start. I suggest you create a macro to auto switch to defensive stance on second press. It'll get easier after you get warbringer later on.
As for sunders. you are dealing such low dmg, a small dmg increase is not worth the extra time you spend to cast it. When leveling, it's all about killing speed and fight duration. Always keep that in mind when choosing gear or skills. That is also why the BoA lvling trinket has hate rating on it.
