Im pretty sure it's intended.
And it's a general blizzard "rule" in the mechanics.
I'm not entirely sure this is true for all spells but in general i've found this to be true.
The level (at which you learn the spell) minus ten will give you the highest level of a player that can be buffed with it.
Say the two piece bonus is only available to level 80 players and thus only level 70 players can be "buffed" with it.
Same as SS cannot be cast on a player below level 70.
This does not apply to targeted direct spells.
Only spells that applies a "buff" to the target.
Like druids HoTs
Priest bubbles
Buffs in general
etc..
The "rule" is made so you cannot cast high level buffs on low level players to make them imbalanced.
Say a level 1 rogue running around raid buffed with a stack of lifebloom on him wouldn't have any troubles soloing anything that wont 1-hit him.
