Stat priority order:
- Hit Rating (Until capped. You need 17% for raid bosses. You get 3% from talents, potentially 3% from grouping with a moonkin or shadow priest, and potentially another 1% for grouping with a draenei. After cap, this stat is useless.)
- Spell Power
- Haste
- Crit Rating
- Intellect
Spell casting order:
Use a priority approach. Keep
Flame Shock up, and cast
Lava Burst whenever its off cooldown. Fill the gaps with
Lightning Bolt on single targets, or
Chain Lightning on grouped mobs.

While I'm totally agreeing with the rest of your post, I feel I'd add a few minor comments to the above.
Eye of the Storm is rather nifty, as it works rather like a safe net. The variations of the build though is snatching the points from Convection and dropping them to Elemental Warding and/or Improved Ghost Wolf. It less stress for the healers, and more surviveability - if you don't need the mana reduction.
Thought I'd add that. Otherwise - again - windsturm hit it head on the nail. :)
EDIT: Ah, the minor annoying detail, that I - due to my nature - have to pinpoint:

If you're Alliance, you will - by being a shaman - also be a Draenei, and thus always have this 1% hit. It doesn't stack or show up on the character-pane however, only a permanent buff in your buff-bar.

Both good points. I especially like the "edit". Haha a very true statement. My mistake.

1. You have more than a certain amount of mana, personally I use
Chain Lightning in my single target rotation until I only have 6k mana left, at which point I regenerate mana by taking it out of my rotation.
This isn't the best advice, and is unfortunately a common misconception. Lightning Bolt actually provides better DPS on single targets than Chain Lightning pretty early into level 80 gear, because the standard damage and crit damage from LB scales much better with spell power. I can't find the EJ article right now sorry, but there's a point when the benefit of the shorter spell cast of CL is outweighed by the DPS of LB.
My advice is to stick to LB on single targets. Only use CL on groups when there is no CC being used.
