1) Expertise has a soft cap at 26 (lowering dodge and parry by 6.5%). Mobs have 6.5% chance to dodge, regardless of what position you're attacking. When you tank, going over 26 has some value because now you're also lowering parry. Mobs cannot parry from behind, which is why this only applies to tanks. However, not all bosses parry, and the amount of parry that bosses have varies, so there's no good number here. You can stop at 26 if you're not yet hit capped and go for that in the meantime. Not knowing what race you are, it's better to just list the expertise skill on your paper doll rather than rating, because various races get certain expertise bonuses depending on weapon.
2) For hit rating, you need 8% to cap yellow damage, and 27% to cap white damage. Precision counts towards this. I will also assume you're not a Draenei, as they get 1% for racial. 164 hit rating to get to the 8% with precision, 787 to get to 27% with precision. If you know there will be bonuses to hit based on raid buffs/debuffs, just go to wowwiki.com and look up hit rating to get your number you need.
3) You're still going for 26 expertise skill, so UR + 17 minus racials (orcs with axes, etc).
8% hit caps your yellow melee attacks (lava lash, stormstrike, windfury weapon), and 27% caps your white damage. DW Spec contributes 6% to these caps, but ....
The general concensus for enhancement shamans is to stop at 17% spell hit, which is the hard hit cap for spells. Once you are beyond this point, any extra hit rating is for white melee damage only, and at that point, hit rating becomes less desirable compared to AP/Crit/et al. Contrast this to the fury warrior example, where more melee hits = more rage = more special attacks. This isn't the case for a shaman.
Hit rating gives different % values for melee and spell hit. You need fewer hit rating points for spells. DW Spec does not affect this. It is generally considered a given that a raid will have either a shadow priest OR a moonkin. They provide non-stacking +3% hit to spells on their targets. It is not considered bad form if you always take this into consideration unless you know for a fact that you never run with shadow priests or moonkin. So 14% will be what you gear for. That is 368 hit rating. 341.02 if you are alliance with a draenei in the raid.
