rage starvation at low levels is an annoying fact of being a warrior. improved BR might help, but you'll be dropping it later. don't bother with demo shout, that will save you a little. in fact, having them hit you a little harder will help as well...

I suggest you do your fire hardened hauberk quest chain as soon as possible, because it can give you 30 rage (on a 1hr cooldown) although the cooldown is long it can really help sometimes when you need the extra rage for aggro generating abilities. (

Berserker rage, you should be popping it constantly, gives you extra rage when you are hit.

Rage is not a great mechanic at lower levels. The problem is that lower level instances are tuned for beginner players - as such, the mobs are very weak; Blizzard don't expect new tanks to keep aggro on every mob all the time and they don't want a situation where those not in plate are getting eaten in 1-2 hits as is the case in higher level instances. The problem here is that rage is calculated at a static coefficient and a certain amount of damage in at a certain level will always equal the same amount of rage generated. It's even the case at higher levels, when you start to out-gear an instance you find your rage getting a bit on the low side, but there are relatively simple solutions to this.
I quite significantly out-gear heroics on my warrior, so I always tank them without trousers and this works pretty well. At a low level, you'll probably find this is nowhere near enough. If you have a good healer, I'd suggest actually tanking without a shield (still in defensive for the extra threat) and slap on an off-hand weapon or 2H tank it if you're finding the DW miss penalty messing with you. Another thing you can do is /sit to take a guaranteed critical hit on the next strike - again, only if your healer is up to it. Quite honestly though, while warriors always have to consider rage generation, past around L45 (Zul'Farrak sort of level) it stops being such an issue, you generate enough threat to do what you want to do, if not spam HS/Cleave every swing.
