He says with Fingers of Frost (among other noteworthy Frost talents) and Arcane Power, he can really put out really nasty Shatter combos with Arcane Power and Presence of Mind working for him. Also, with Prismatic Cloak, Ice Barrier (and Improved), Ice Floes, Frostbite, and Permafrost he still has enough survivability and defensive options. I've never seen it before though.

That particular spec is very similar with one of the recommended on wowwiki.
28/0/34It's a pretty nice spec if you ask me. The Prismatic Cloak does really do a difference in tight situations, and no doubt he can pump some nasty damage out with Arcane Power, and if he desires, Icy Veins as well, although I still prefer the
20/0/51.
It's not an unknown spec, but it's not common either.

i'm not a fan of deep frost builds that don't take the water ele and deep freeze. those are really critical to a serious pvp mages control and survivability (the ele has a free frost nova, and deep freeze can be used when fingers of frost is procced, so the target doesn't HAVE to be frozen)
Brain freeze, while not critical, is also an exceptionally good pvp talent. it's a mana free, cast time free, quite strong spell. Fireballs get much more benefit from SP than frostbolts do, and even without the modifiers of the fire tree, this is still quite a good mobile little punch... and it procs quite often too.
As far as arcane goes.... yes, arcane power and pom are nice talents.. but the problem with arcane power is that it makes your spells cost more mana.. something a pvp mage should really try to avoid unless he knows 100% that he can kill that opponent with one or two shots (something someone can never really know 100%)
Clearcasting by itself isn't a spectacular spell.. HOWEVER, when you pair it with arcane potency, it can become a real monster. Especially since using PoM triggers that extra 30% crit as well. that's something he really shouldn't miss.
also.. he went that deep into arcane and DIDN'T pick up magic absorption in the 2nd tier for two measly points? man.. that 80 resistance to all schools of magic can be seriously life or death.
