well you should use
/cast Enslave Demon
/stopcasting
/petautocastoff Rain Of Fire
Now that is assuming you have the doomguard selected if not i believe you can do
/tar Doom
/cast Enslave Demon
/stopcasting
/petautocastoff "spell"
the /tar command will attempt to target the cloest enemy/firendly target with the matching name
Not sure if you need the stopcasting but you can take it out if not.
and to re enable the auto cast its
/petaustocaston "spell"

Can you try and make sure the petsutocastoff even still works im really not sure if they took it out.
I used to do /in commands not sure if it was a addon or a core function of wow.
So you could try doing
/cast Enslave Demon
/in "cooldown" /petautocastoff "spell"
ie
/in 3 /petautocastoff.
Just thought about it you could do a cast modifier ie
and im not a macro god so you might have to repost for some help but.
/cast Enslave Demon; petautocastoff Rain Of Fire
once again not sure it it will work but might be a good direction to go

There is.
I assume that when you control him you get a pet bar that appears with his spells. With that said what you wanna do is make a macro with this script
/script message(GetMouseFocus():GetName())
then put it on your bar hover over the reign of fire spell with your mouse and click the macro button for the script with a key bind.
It will popup a window with the button name it will be like
petbarattacobutton234 or something crazy then you can make a macro that does
/click petbaractionbutton234 or w/e the name of the button is.

You could write a script to check to see if the spell is active and if not then have it deactivate. I can't help you with the exact script at this moment my brain hurts today =P But if this is something that you are going to constantly use then i would definatley suggest putting some time into it ie. make yourself a small addon for just this function.
As far as this will work for everyone Yes and No. The button name should be the same no matter what but you can always have them check with the script i gave you to make sure. Also if using bongos or bartender or another action bar addon it could change the names so you would just have to check.
I don't think you could use a conditional as the doomguard isn't a unit of your's ie a pet. But you can expermient with it
/cast
/cast etc
or something of that nature
