% is what is important. If you have 17% for spells and 8% for melee, you're fine. You also need to include talents in those calculations, for example, Ele shammies get 3% from telents, so we need 14% from gear/raid buffs.

I'm assuming you are enhancement. Extra hit rating is not a bad thing, more white hits means more flurries and maelstrom procs. However, switching some pieces for more ap/crit/expertise(if not at 140 rating) at the cost of hit rating will likely be a DPS increase.

Though I think for Enh, most people aims for just enough to lands melee specials(8%, though I think with the talent it's just 2%), and to get the spells in(17%,
which means your melee will land 23%
with the talent, the other 4% will miss), after which point adding more AP will be more beneficial
Not quite true since u dont need as much hit rating to get 1% spell hit as for 1% melee, will be closer to 20% actually
