Please don't use hamalotdk's frost build. His unholy build looks a little better.
Your frost build is close to fine. Take the points out of Merciless Combat and try to finish off bladed armor. As a deep frost build, you may find that you don't need morbidity. Its usually off cooldown when I need to pull next or I don't even need it. 2handed weapon specialization can help a bit with threat as well.
Generally the base deep frost build looks like
12/51/5
(with the one point in either runic power mastery or
deathchill
) and then you can use the 3 leftover points in Virulence, Morbidity, Epidemic, or Scent of Blood.

That looks a little bit better, your glyphs need some work though. At your gear level, you should be hit capped and dark command glyph is not needed so much. In all the times I've tanked, I can only think of one taunt failure, and that was when I was below the hit cap. Go for a better threat glyph like Obliterate or Rune Strike.

don't bother with blood plague as a frost tank (or dps for that matter). i would suggest using the GoHB to apply frost fever to all your targets meaning that you don't need to waste runes on
IT > pest
to spread your disease.
you'll refresh FF on rime procs so you won't really need epidemic. a point in morbidity can be useful but any more will most likely be a waste. 2 points in SoB is incredibly useful for frost tanks as they're so dependant on frost strike.
the AoE rotation would be:
DnD > HB > BB > bt > BB

(it's a frost dps thread but, don't be fooled, it's spot on info for frost tanks too as far as rotations and threat generation is concerned).
if you drop blood plague and get the GoHB you barely need to think about diseases as they essentially refresh via you doing a normal dps/threat rotation. reasonable arguments can be made for epidemic but i find it to be a poor return on the point investment.
SoB caps out at 2/3 if you have a good slow 2Hand weapon (which you should) so the third point is wasted - this will free up an extra point for you.
2H spec is a really strong talent. you should take it.
RPM is mostly pointless - you've got to many good uses for your RP, it'll never build up that high - while that point finds an excellent home in deathchill. a guaranteed crit on an opening HB gives huge threat lead on trash packs.

I'd suggest you pickup Deathchill instead of 1/2 RPM, as a tank you should be able to control your RP level through RS and FS weaving (i.e. use FS when KM procs). It provides great snap aggro and is perfect for starting a boss pull/heavy aoe.
Also, since frost is the most RP producing talent tree, I wonder if 2/3 SoB really is better for threat than 2-h wep spec. How often do you find yourself starved for RP?

personally i find the RP super important since FS is so good, along with making sure you have 20RP at all times for RS procs and IBF on demand.
however, they are definitely optional points dependant on the player's style. 2H spec really isn't optional.
personally i'd drop epidemic for the reasons i stated above, leaving you with
this(14/51/5)
build and a point left over for taste. my recommendations for that point would be morbidity (if you roll with strong dps and pull continuously) or virulence (if you struggle for hit rating).
