Arp is good in PvP if you can stack a fair amount.
110 without gems is, in my opinion, more than enough to go full Arp.
I have never been a fan of procs trinkets in PvP ( I prefer the disk ) but between those 2, pick grim toll.

Problem with ArP is it scales on your opponents armour. So its only going to be more effective against plate-like users.
Str however is good on ANY class, hence I would say go for Str.

I currently use a Grim Toll for the hit, which is an easy way to get to the 5% minimum. The proc is nice against certain targets (DKs in Frost Presence, Prot Warrior/Paladin), but if I were to get hit via other methods, I'd use a Greatness card over it.
Also, is there really no ArP cap still? I had thought Blizzard was talking about the stat a little bit ago having a weird mechanic. Something about ignoring so much armor that you could turn the stat into a damage magnifier. My memory might be mistaken.
