Can a UI Increase Performance?

Not being very smart as to cpu/memory usage, could a very minimal UI increase my game performance or frame rate?
Or does just the existence of non-standard UI decrease performance?
A little input would be helpful. Thanks!

Well, since a custom UI is loaded as an add-on, I think it would decrease performance no matter what since it is something that needs to be loaded and all... My computer already runs WoW at max settings at 40+ FPS, and when I had a UI loaded, I noticed no difference.

No. There is absolutely no way to get a performance increase via addons. This simply isn't possible due to how Lua in WoW works. Frames are never actually destroyed, they're just hidden and reused. This means that a minimalist UI that hides all the blizzard stuff and replaces it with it's own frames, is still adding frames to the frame pool, and thus increasing your allocated memory.
The fastest UI possible, by virtue of how the game's API functions, is the blizzard default one.

That would require your GPU to be the bottleneck in the system, which I can assure you is almost never the case when playing WoW.
As for your second statement, that's not needed anymore. The code that handles casting on both the client and server side have been changed (2.1?) to no longer require a stop casting macro to benefit from that effect (in essence, the client queue's the spell if you cast it while another is active, and tries to cast it immediately after receiving a response from the server).
