I think the judgement has an internal cooldown now, so weapon speed wont matter. Dunno about the Seal though.

From what I can gather, Seal of light doesn't have an internal cooldown but the Judgement has (you can get multiple procs through many attacks at the same time however)
It's also good to get a relatively fast weapon in order to make the most out of Reckoning procs.
But overall, if a weapon's an upgrade making the slightly slower speed worth it, use it :)

Weapon speeds makes no difference.
There are no internal cooldowns on SoL/JoL.
A faster weapon will only be ever so slightly better because you'll be able to use more reckoning procs.
But it's not enough to chose an inferior weapon just because it's faster.

I personally like the faster weapons, because when I grind alot of mobs at the same time, i prefer my JoL/SoL-procs to come at a steady pace, and it doesnt matter as much if i get parried. With a slow weapon a couple of parries/dodges could force me to heal earlier, or maybe even use Lay on Hands.. But thats just what i think, and if i have 2 weapons of similar power, i go for the red one. (The fast one.)

Actually parry gibbing is a good thing when AoE grinding. It will increase your uptime on redoubt/reckoning.
And having a faster weapon wont increase the amount of SoL/JoL procs you get directly since it's based on a PPM chance.
