You're fine for heroics. 24k health and uncrittable is good for starting 10-man raids.
Libram - for a starter, run the Venture Co. dailies in Grizzly Hills. You can buy a prot libram that will be decent until you get the emblem one. Its about ten minutes of questing.
Trinkets - Not many available. Normal HoS drops a nice defense trinket, heroic AN has a stamina trinket. Other than that, its either go back to BC content, start raiding, or grab the Valor Medal for emblems.
Shoulders - Could use an enchant. I know, Sons of Hodir rep is a pain. At the very least, throw a leatherworking kit on there.
Legs - the VH piece will last until you get a better drop in raids - and if you have my luck, that'll take a while. Get the good LW kit.
The gloves deserve an enchant, the boots... no need to go nuts, but +22 stamina is pretty cheap.
Consider the Wyrmrest Accord cloak. It's a better general purpose piece. Titanweave enchant, as you don't replace it until you're running 25-mans.
There's a bit you can do to improve before raiding, but you're already doing well.
One caveat--I know I have a green ring (blue gemmed) equipped.
AAAAAAAAAAAHHHHHHHHHHHHHHHH! THE HORROR! THE HORROR!
No, seriously. You don't tank 1/17th of a boss with each piece of equipment. It's the sum total that is important.

You're kidding right?
Ofcourse you can tank Heroics, in fact you should be able to tank at least 10-man naxx.
Most of your gear is better then any gear available before heroics.
If you still want to gear up before you tank heroics I'd say try to get
http://www.wowhead.com/?item=36993
from HoS normal.
Other then that most your gear is good enough.......
Just go for the tanking libram from your emlbems first.
Good luck ;)

the only other thing i would advise is if your like me and hate hodir rep then grab the pvp shoulder enchant its 10k honor (from the best of my memory) and is quite nice. To put that into perspective about 7 strand matches assuming you aren't a shining star in them and it all yours.

Hodir rep isn't too bad - I headed over to even start the quest chain, and was honored without too much effort. That's enough to get you the lesser enchant - 15 dodge and 10 defence is probably better than 30 stam if you're already uncrittable.

as this spell does not fit in a 96969 rotation that well.
You make pretty good points all in all but this still seizes to amaze me.
If you're really into what you're doing as a tank you'd know that half of your judgements are pretty much a waste since they dont really do much except a little bit of damage.
This allows for exo/as subs which will give you alot of more threat.
And if you're having problems with threat glyphing as/exo is very very much recommended.

Well, if you REALLY know what you are doing as a tank, you keep your judgements up ALL THE TIME. Why? Not for the little bit of damage they do, but to keep Judgments of the Just up all the time as well. Otherwise you take more damage and you wasted 2 talent points for nothing.
Clearly you missed my point. I hope you're familiar with the 969 rotation.
Judgement is a 9 second ability. It has a 20 second duration, in other words every second judgement is only pure damage. Sure it refreshes the debuffs on the boss but it's unneccesary since the debuffs still have 11 seconds left.
This would be a normal 96969 rotation.
HS - ShoR - Judge - HotR - Cons - ....
The judgement as we stated is a 9 sec CD but has a 20 second debuff.
Thus if you skip every second judgement (making it a 18 sec ability) and the ones that you skip are replaced with AS/Exo. Like this
HS - ShoR - Judge - HotR - Cons - ShoR - HS - HotR - AS/EXO - ShoR - Cons - HotR - HS - ShoR - Judge
This way you free up 2 talent points in ret since you dont need imp judgements anymore and you gain alot more threat than a usual 969 rotation.
You keep your judgements up all the time and you do more threat than an average tank.
In my book, Exo doesn't fit my rotation that well. 15 sec CD is too long. As said I only use it for single target pulls. And for the rotation you can use the macros written here. Don't expect to be able to use them all the time, but on bosses that don't require a lot of movement these 2 macros work great.
As i illustrated above it fits perfectly in your rotation without losing uptime on JotJ.
Edit:
In the current build you dont need more than the normal 969 rotation. But when a tank does everything in his power to improve himself instead of the bare minimal it's a tank worth keeping.
And honestly i would kick a tank doing bare minimal when the rest of the group is doing all they can to min/max.

Thecks breakdown of ability damage
.
Glyphed AS doing more than twice as much as Judging Vengeance. And exo doing about 750-1000 damage more.
All three abilities does holy damage so the increase from RF is the same but the difference between the abilites are very big.
LoO only adding 457,6 damage, 66%(?) of the time makes the exo/as sub worth alot more threat.
But as i said in the current build an exo/as sub rotation is not necessary because of the immense amounts of threat we can put out with a normal 969 rotation.
I'd still rather have a tank that's trying as hard as the rest of the raid to max his own effort. Half-assing something is not something i appreciate.

I personally hold off Exo and AS for unexpected circumstances such as needing to pull aggro back from adds/trash/etc. But svirve's maths is (mostly) right - Exo and glyphed AS can easily replace every 2nd Judgement with no downtime in Judgements of the Just, and hefty increases in damage/threat, even accounting for the libram.
You only get the libram benefit for one ShoR (being the 6 rotation straight after the Judgement or the 6 rotation after that). The 457.6 (or 457,6 for the Europeans) benefit is 100%, not 66%, because it applies to every Judgement that you lay down.
So you're comparing:
Judgement + 1 buffed ShoR
vs
Exo / Glyphed AS
According to Theck, it wins. To quote:
If we weave Exorcism in, we'd be doing it every other Judgement, making it an effective cooldown of 18 seconds, or 2672/18=148.4 DPS, at the cost of half of our Judgement DPS, or 194/2= 97 dps, for a net boost of roughly 50 DPS. If we glyph it, it's 178 DPS, for a net benefit of 178-97=81 DPS.
So let's look unglyphed - that's 50dps extra over Judgement. Compare that to the benefit from the libram, which is 457 damage over 18 seconds, that's only 25dps. So you're still better off.

I havn't done any excess testing but the 66% uptime number i got from LoO is based on the fact that you sometimes will do two ShoR in between 2 judgements thus you only have uptime on one of them.
Judge being a 9 sec ability and ShoR being a 6 sec and LoO having a 5 sec uptime.
Edit: I realise uptime is the wrong word so i guess effectiveness would be a better way to put it. My bad.
Example:
HS - HotR - Judge -
ShoR
- Cons - HotR - HS -
ShoR
- Judge - HotR - Cons -
ShoR
2/3 (66%) of the ShoR's get a LoO proc.
The second ShoR wont benefit from LoO making it a less than 100% uptime. Since the ShoR follow by the judgement that will trigger LoO. If you were to wait 1.5 seconds to do the judgement before ShoR you'll be losing alot of threat to doing a very much less than optimal rotation.
The OPs questions were answered pretty quickly and sure we went off topic on to a slightly different discussion but i cant say this is something the OP shouldn't know. Actually it'll be good for him since the place were he'll be having the most threat issues will be in entry level heroics.
