Death Pact is the self heal for DKs. it can work off both Ghoul from Raise Dead or Army of the Dead (which is funny) and it's great for PvP. For PvE due to the amount of rp it eats it tends not be used as it's a pretty significant dps loss.
This.
Though if you're about to die and not getting a heal, you might want to pop it. Being dead doesn't do much damage.

the only fight i could see myself using this would be ignis in ulduar(unless there's more fights like ignis in ulduar.thats the farthest ive ever seen in ulduar).because,i dont know if you've ever did ignis in ulduar but i guess he has this thing he does when he silences the healers and i figured since i never really carry around health pots i could just use death pact to heal myself
He only silences the healers if they're casting when he casts Flame Jets. If they move or cancel a heal before FJ goes off, they can proceed like normal.
Mimiron may be a stronger contender for using DP for the heal, especially when some jackass blows a mine up next to you.
