Is there an addon that can tell me if X is an upgrade to Y?

Kinda like the compare tool that wowhead has now, that u can compare what u have equipped now to a new epic that has just dropped in a raid or whatever.
also, what is this addon in these tooltips?

. I think the two addons' features are not mutually exclusive but compliment each other to give you a better idea of what stats you are sacrificing or gaining. Ratingbuster will give you the raw data about what you gain and lose if you equip a piece of gear, but Pawn does the math for you and tells you which stats are more important.
Pawn weight scales are always specific to each character's situation, however. Also, for most classes, they change significantly as your gear does. For example, your pawn addon might tell you to stack one stat after it hits a point of diminishing return.
Most classes can get exact theoretical weights from the calculator spreadsheets hosted and maintained on elitistjerks.com, but using them requires a bit of learning and work.

I second RatingBuster. It's definitely nice to have. It shows you what stat will increase/decrease.

There are in-game addons that do it (see above), but none are really precise - you can't look at a single piece to decide if it's an upgrade, you have to take the whole gear set into account.
What I like to do, is quickly alt-tab to Rawr (
http://www.codeplex.com/Rawr
), tick off the new item as aviable and run the optimizer (assembles a gear set to maximize your DPS/HPS/TPS/mana regen/avoidance, or just overall stats) and see if it gets picked. It takes in account various stat caps, class rotations, and is just overall awesome.
If you have slover PC tho, it might be a better idea to check on boss drops pre-fight, look at what drops he might have and run some calculations then - it's a lot of number crunching to do.
