So ive been levelling my Paladin and spend 80% of the time in prot doing dungeons and plan to keep him in prot spec.
He is 81 now so i am starting to look towards the stats more than just choosing the most stamina like i have been doing but looking on line i have seen both these priorities and am wondering which is actually right?
Hit > Str > Exp > Haste > Mastery > Crit (no stamina)
Stamina, Hit (until 7.5% when 90), Expertise(until 15% when 90), Mastery,Haste.

Would say it is more like
Hit (7.5%) then Exp (15%) then Haste = Stamina > Mastery > everything else
If you only play 5 mans (no challenge modes) you can stop with a little less expertise and hit, as the enemies are only level 92, not level 93.

Well, Str is parry for a prot, and crit does not do anything except dps for prot.
What I suspect you have been seeing is a dps priority and a mitigation priority.
The one that is called the control scheme is Hit>Expertise (to hardcap)>Haste>Mastery with the caveat that gemslots should be stamina if you want or need the stamina (the question of stamina beyond a threshold is debated and not in consensus).
The control scheme is also a pretty good scheme for dps.
The TDR scheme which looks like a tradtional tank scheme would be:
Stamina>>Parry=Str>Dodge>Mastery
In the TDR scheme you rely on RNG to reduce your damage, so stamina is worth more (relatively), as you never know if you will take 2 hits in a row,3 hits in a rown or dodge/parry ever other hit.
