Acclimation is so useless. It is too much random to be useful. If you need resist that much, you will wear resist gears and not "try the luck".
And your whole build in general is full of fail. With a DW frost build, Outbreak = waste of talent point. Unholy Command, waste of talent points. If you DW, your hit rating should be way over spell hit cap, so waste of talent points.
No Endless Winter make wipes. With a 1hand, Frost Strike will barely strike more (if not less) than Death Coil.
