As of now I believe there is no way for you to change the combination of runes you get. Trust me I wanted to switch out more runes for when I was frost but once you get your rotation down you should be ok.

You cant for balance reason. Because Blizzard discovered that 6 Scourge Strike into 6 seconds might be OP :P
