I don't believe so, but I'm not sure. It doesn't make sense to me that you would be able to send items that require a decent amount of work to characters on servers you didn't do the work on, but I really don't know.

I would say 'No'...
Say you have a character on your main realm called Wraithy, and that's your main character. In addition, you have Wraithyy on both this realm and some other - which is perfectly fine, because name restrictions apply only across the realm. So if you send a mail to Wraithyy, will it go to your main realm, or off-realm?
