A) Some people can't afford it.

ummm cricket you are bringing in a lot of facts that are not true
Transportation infrastructure and things like that may have grants from the government but the government does not always pay grants yet roads get built because private investors pay for things, as for your education on average private schools do much better than public schools but it depends on region as well.
Not saying government is a bad thing but most things are provided by private companies
