I need help on what to do. A few nights ago I received a whisper from what I thought was a GM saying that I needed to log in again or my account was going to be suspended, followed by a link. I went to the link and logged in. It looked identical to the blizzard website.
The next day I tried to log in and it said my account no longer existed. My friends irl and in my guild told me that my character didnt show up anymore in game. I have sent a ticket to blizzard trying my best to describe the problem and have been waiting for a response. I finally got a response a day later saying my account has been restored and that I needed to follow their link to reset my passord and add an authenticator. But now when i try to log in, my account is banned. So now I cant do anything. I dont know what to do at this point. Any advice is greatly appreciated. I am very worried that my characters are gone.

Contact them again. Best case, the account is banned for what the phishers did with it in the meantime. This may automatically expire in a few days, or it may (likely) not.
It's a nasty thing, but Blizzard can be very helpful, if you're persistent. Do note that this is your own fault, so don't demand things or accuse Blizzard. Be nice and open about your issue, and they will very likely be able to help you, restore characters etc.

Quite true. Just like "Microsoft Support" phoning people, did you really think that with millions of users they have the time to phone each person individually? Hopefully you learned your lesson and installed the Blizzard Authenticator. You know, that
free app
on your mobile device that Blizzard has been pushing for years?
You will also need to change the password for your Blizzard account because you just gave it to the scammers. Change the password for the associated email while you are at it.
"I didn't know it wasn't real" has not been a reason or excuse in over a decade; please don't say that to your friends or to Blizzard. Saying that will not hold water.
