Basically, you don't want strength. Agility is first on the list, followed by Intellect.

How much hit = +1% chance to hit
How much agi = +1% chance to crit
How much crit = +1% chance to crit

The conversion from hit rating to hit chance and crit rating or agility to crit chance vary depending on your level. As you level up you need increasingly more of those attributes to get a +1% chance.

Take a look at wowiki's hit and crit pages for more.

I meant at level 80. Which I probably should have said. From your table(s) and wowwiki articles, it seems like

Agi 83.3
Crit 45.91
Hit for spells 27
for physical effects 33
Expertise! 32.79
Haste! 32.79

All of these values equal +1%

Ah ok, you've got it pretty much right then.

If you want to be really precise:

Physical hit: 32.79 rating = +1%
Spell hit: 26.23 rating = +1%

My calculators round to the smallest obtainable amount of hit rating you need to get the percentage you requested. I think that's handy but you need a more precise value if you are going to then do something like multiply it by the total +hit % you want in order to find out how much hit rating you need in total.

A) you're completely wrong.

B) The "change" you're referring to was to give us 70% of your Agility as SPELLPOWER, not AP. It is reversed and WILL NOT make it to live.
