Did you do
this
quest first? It starts at a Haggard War Veteran on the northernmost bridge leading into Shattrah City.
You complete it at
A'dal
in the center of the city, then pick up the tour quest,
City of Lights
, which when completed let's you choose between Aldor and Scryer.
Also, check your quest log to see if you already have the City of Lights quest; it's possible to not get credit for the completion, if you are not in range of the elemental when it finishes it's lengthy tour of Shattrah.
If it is in your quest log, abandon it, and try again.
