Check out other twinks on the Armory (when it works, gah). Ask friends, inspect other players & look them up when you see them in a BG. Post-it note pads are your friend (glances over at the wall, painted yellow with black lines all over it).

As for talent builds...

It includes Tactical Mastery, but depending on your weapon you may want to get a weapon spec.

Just a note, I found these weapons while making this post.
