First thing I see is that you are 615 hit rating over the cap. Change your spirit gems or Reforge your gear and get that hit rating sitting at 15%.

Looking at your stat priority -

Intellect > Hit Rating or Spirit (until 15% chance to hit) > Crit > Haste (12.41%) > Mastery

You've reforged for Haste and Spirit, you should be stacking Crit as your main secondary stat, and Int as your main primary stat.

I haven't played Balance since WotLK, so I cant give any more in depth feedback, sorry.

At least fix up those stat issues first and see how you go then.
