Sinespe that is a little too complicated. I take qoreblade's approach. I am a resto sham. I keep people hovering around 50%. if I see someone take a bigger dip in damage I riptide them (2k heal or 4k crit + hot). I do spend time waiting for them to drain below 40-50 percent. I have never had a wipe after hitting p3 unless things turn out bad way about that point.
This is in 10m. I have yet to kill him in 25m.
As for the original post, it sounds like you are stressing over how fast the swarm seems to drain at first. It is based on a percentage of everyone's current HP.
Look:

to continue that, if that same person with 20k hp has been drained down to 10k hp the damage they get is 1000.
The important part every single point of damage dealt by leeching swarm is given to Anub'arak. if you keep everyone topped off. If the whole raid has 20k hp in 10m ToC (I am not accounting for tanks or classes with low hp)
he gets 2k times10 for the first tick that is 20k. That is 20,000 health that the dps has to work against. per tick of everone being topped off
Having everyone topped off just prolongs the fight until the healers run out of mana.
If your problem is that p3 lasts longer than a minute or three that is because healers are letting Anub'arak heal himself too much. If the problem is that people are just dropping from above 50% to low or none before a heal can be cast, that is a different problem. That sounds like this:

One of those two is the cause of the wipes. You saw what was happening. You can sort it out. bring it up with the raid and see what they say.

Omen: It's
20% of health in ToGC, not 10%. The minimum is still 250, though.
I forgot that it said ToGC at the top. Thank you for the correction. Also the dot from the bugs is 1.2k DPS. and they do stack.
I have seen them go to 20. At that point their chance of making it is slim to none.
