Yeah...I doubt anyone could solo a 40 man raid boss even if they have the best gear possible. Onyxia has 1.1 mil HP. Assuming you do an unprecedented 4k dps (which is ALOT), it'd take around 4.5 minutes of constant continuous high input damage to bring her down. Don't forget that we need healing, and its not like paladin where they can heal themselves while retaining their high armor. So in order to heal, We have to either pop a potion/healthstone/some other hp thing and go back into caster form which is almost suicide.
The only class(es) that I could see soloing any raid boss would be paladins because they have all kinds of protection spells and can heal while still having a ton or armor and MAYBE Blood Death Knights. Even then, it'd take a LONG time to do it.

She really doesn't hit hard at all, and such encounters shouldn't be considered as dps races but rather longevity fights. ie you have to mind your mana regen in order to not go OOM. The most annoying phase when soloing is phase 2 (whelps + onyia moving all accross the map).
I went in there solo (was specced resto) but made a mistake in canceling the raid mid-fight and got booted to dalaran :/ There has been a recent post of someone having it done both in moonkin and resto specs.
As for her damage, i went there with some guildmates 70-alts and had no problem solo healing the enhance shaman tank (with 1 rejuv and sometimes adding 1 lifebloom)

The hardest part of conserving mana as a moonkin is shapeshifting back in to moonkin after healing, so natural shapeshifter. Shadowmeld will sometimes reset your mana pot cooldown, but soloing onyxia, it may cause her to reset, even if you are right in front of her.
Phase 1 - Dots, dots, dots. Hurricanes/typhoon for whelps. When you have to heal, barkskin first, and get all your hots up.
Phase 2 - Starfire, wrath, moonfire spam. Try to get as many crits as possible to help replenish mana. Handle whelps the same way.
Phase 3 - Unload your dps on her. Save your innervate for this phase, as you will probably have to shift in and out several times for heals and the fact that you will be dpsing more than phase 1.
Viable specs would have to include some resto talents to make your healing better. You want to try to outlast her, not race her. I didnt take starfall because it is very mana expensive. Typhoon and a hurricane will be more than enough dps to kill all the whelps. Owlkin frenzy for the increased dps. The biggest issue is getting feared because even though she is 20ish levels below you, getting hit in the back reduces all mitgation to 0 and could hurt.
I would try this spec. Spell hit shouldn't be an issue and no reason to spec into it.
Dots will be a major part of your dps.

If so, what glyphs and casting rotations did you use? What's the stat requirement at 80 would you think? Should I start with something easier like
Jin'do the Hexxer
for practice? Any info would be appreciated.

The linked thread had a pretty good tested method, though Sunwukung made some excellent suggestions as well. I'm not sure I'd waste mana going boomkin form, especially with Panzerkins taking a hit when the next patch comes out in terms of armor levels, but your mileage may vary depending on your gear (high mana regen versus high armor).

This is
not
true. Getting attacked from behind reduces your chance to dodge/block/parry to 0, but your mitigation stays the same. Considering you can't block or parry anyway, and you can't dodge while casting, this isn't that large of an issue.

I tried to solo her but failed at around 60%. It really doesn't seem that hard to do. I just wasn't conservative enough with my mana. If I changed my talents so I had dreamstate and moonglow, I could probably solo her. I might need to wear some more MP5 gear too.

I'm thinking about giving this a shot soon spec'd Balance. It seems to me that it might be a good idea to stay out of form during this fight to save mana from shifting in and out to heal. I know I'll lose a little bit of Spell Power and a good chunk of crit, but is it worth it to conserve mana?

I've killed Ony twice now, once as feral bear spec and once as a 30/0/41 hybrid spec.
As feral it's all about managing your cooldowns. I found that if I popped barkskin + regrowth, rejuv, and 1 lifebloom then shifted back to bear, I would be back at full mana around 5 to 10 seconds after barskin came off cd allowing me to continuously do that through the fight. Combine this with frenzied regen and you get more than enough healing. During phase 2 just swipe the adds down when they come and keep lacerate up on Ony as best as you can. Once you've made it to phase 3 it's pretty hard to mess up.
As the hybrid spec it took a little bit longer, but It was also less "sketchy". I did the entire fight in caster form and all I had to do was keep a 3 stack lifebloom rolling on myself and MF + IS rolling on Ony. For this strategy to work you have to have 3/3
