well this was my rotation back when i was feral, about a week ago :þ
Mark a skull then spam mual and swipe off of that target, that simple, and i didn't lose threat to Locks using SoC or retadins doing Consecrate even though they had better gear then i did.
the reason you mark skull is so they have a main target to hit with Lightning bolt and SoC, the target they cast there attacks on takes a little more damage than the others, which gives them more threat, unless of course its a paladin using consecrate.
i've heard others say they tab targets spamming lacerates and mauls to help keep threat, i personally like my way.

I use abraxxes' method for when there are more than three mobs. When there's only 1-3 mobs, I attack each one individually.

Since after passing a certain gear level, even in heroic 5 man dungeons CC becomes obsolete and it is faster just to go on an AoE fest, the fact that I have 3+ mobs on me basically means quite alot of instant rage. So simply tab-targeting each mob and alternating one Maul (with Glyph of Maul) with two Swipes does an excellent job. Especially on 4+ mobs. If there are 3 or less, then swipe comes only 2-3 times at first, to make sure the mobs that don't get hit by Maul or Mangle don't go on the healer. If any early-AoE-happy caster/hunter/warrior pulls aggro... I let them eat a few hits, maybe even die once. They must think that after patch 3.0, the highest threat abilities hit all targets at once or something... Let them learn the hard way.

Oh God yes.
Expertise probably more so than Hit, since Parries have the highest chance of happening, and the largest negative effect on your incoming damage. But to answer your question simply -- YES -- Increasing your TPS (Threat-per-second) through +Hit and Expertise is absolutely vital.

ftw. I would also recommend picking up
Idol of Perspicacious Attacks
(what else are you gonna spend those Venture Coins on?). It increases the damage significantly on both of your 'AoE' abilities. I use this Idol, slap a skull on one target for the AoE-impaired members of my group, then Maul / Swipe spam with Skull targeted and it works wonders.

More than three enemies and I'm usually calling for a bit of help. Tanking isn't only the tank's responsibility anymore. We do best against 2-3 targets and enough classes have CC that you could effectively CC down to 1-2 targets if you wanted.
-Other than that, use Challenging Roar (glyphed!) to gather mobs in front of you if crap hits the fan.
-Get the Idol of Perspacious Attacks mentioned above.
-Because Swipe hits a cone, keep moving in a small figure-eight so that things keep in front of you. Your melee may hate you, but your healer and AoE damage dealers will love you for keeping threat better.
-If you've got exactly three mobs, use Berzerk and go nuts.
Don't forget about Entangling Roots and Hibernate. Against Dragonkin and Beasts, you've got an effective CC/pull. Against anything with a wall nearby, you can Roots and then LoS out of a ranged attacker's sight and keep them busy. That means by yourself, you can (in theory) CC two mobs and tank others before you take your party into consideration! Don't have time to use Roots? Use Nature's Grasp instead, then wait for it to hit and back up. Best part about Roots/Grasp is that the damage done will incur threat to the target, giving it a better chance of coming straight for you after breaking.
Also, let your party know that your AoE tanking capabilities are a little weak compared to other tank mechanics and to ask for 2-3 swipes before digging in. You'd be surprised how receptive some people can be to asking for a bit of kindness.
