I'm not sure if I'm looking in the wrong place or if its a bug or if it doesnt proc or it does and have no indication but I Can't seem to find any indication or way of measuring what level of Arcane charges I am on when I play Arcane since 5.0.4
If your wondering
this
is the proc I am talking about.
Is there any way of knowing or keeping track of Arcane Charges using just the standard blizzard UI?

Yes, it is shown under your minimap on the right of your screen (where you can also find all debufs). You'll see the icon of the arcane charge (which is on the top left of the spell you linked) and the amount of charge you are. If you have more than 5 / 6 charges your mana will be melting significantly.
