Are my defense stats wrong?

Regarding defense stats, my understanding is that you need a defense of 540 - comprising of 400 for level 80 and 140 from your gear. This could otherwise be described as a defense rating of 688 or 689 depending on what you read.
For my stats (80 Orc) I have defense rating of 691 but only 538 for defense.
I am only getting 398 for being level 80 - I have the 140 from the gear.
Is this wrong or am I missing something?
If I'm being stupid please be gentle.

yes you should have 400, put on some dps gear and go and let some mobs hit you.

If you have 398 defense without gear your defense skill isn't at its maximum (this is listed with the weapon skills, in the skills tab)

I'll open a GM ticket and see what happens.
Dont bother a Gm with this.
You dont train new levels of skills automatically when you level up. Like a weapon skill you have to actually use it to have a little chance for it to upgrade itself. Easiest way to train defence is to pull whole RFC and run a bit with it (or Deadmines, whichever faction you are).

he knows he's at 398 defense not 400 yet.
he is still fresh at this and doesn't know that 4.92 defense rating = 1 defense point.
he knows you need 689 from gear and he went and got 691 to compinsate for the fact that he's at 398.
civgw you need 699 defense rating and than you will be at 540. you don't need to ticket it.
No, he doesn't need to get more defense rating from gear. He just needs to let some mobs beat on him for a while, so he can level up his defense skill to its base cap of 400 for level 80. Then his current gear will be just fine.

go let something hit you for a while or just do a heroic, your chance to be crit is small enough that you'll be fine and will most likely walk out of there with 400
