Are wowhead precentages of drops per 1 item or the stack?

For example it's "1-3 cloths" for 81 percent.

Is it 81% to drop 1 cloth

or

81% to drop 1-3 cloths

or

81% to drop 2 cloths (1-3 avg)

A bit of an extra clarification.

Example data:
1-3 at 50% drop rate.

When the mob drops loot, 50% of the time it will contain 1-3 of .

Not all mobs drop loot 100% of the time, and these "empty loots" don't get counted for the data.

If the example mob only drops loot half the time, the actual drop rate for would be 25%, but Wowhead can't know that.
