Haste has diminishing returns. Beast Mastery hunters already have copious amounts of Haste through talents. While Marksmanship hunters are better off stacking Haste, Beast Mastery hunters already have so much Haste that they are better off stacking Armor Penetration.

I made a spreadsheet the other night to show ARP ratings effectiveness against certain armor levels, just pop in the rating and you can see the delta of % absorbed.
