Armor Penetration for soloing

I was wondering if Armor Penetration had any use at all while leveling, since i heard something about it getting more powerful the more armor an enemy has (ex. bosses). So if you could choose for an item with crit on it or an item with armor penetration while leveling, what would be the best choice? Is it worth it against mobs with ~10k hp?
