It seems like these are the stats that are thrown onto every wotlk item without thought for whether the class actually needs them or not.
Does blizzard know how to itemize their items properly?
Tank weapons are getting slower, rogue offhands are getting slower and two-handers are getting faster, why?
Retribution paladin tier 7 has a lot of haste, probably the worst stat for a ret paladin.
Armor penetration has been changed to a percentage, and is now the worst stat for physical DPS classes.
Expertise I'm not so sure about, my fury warrior is already expertise capped (dodge) so anymore will be wasted.
What are your thoughts on this?

Not 100% sure what to concentrate on with my fury warrior.
Assuming you are hit capped for special attacks.
Best to worst:
Strength - Crit rating - Expertise (18 is the dodge cap), Agility (do not socket) - Hit rating - Haste - Armor penetration.
Items are not meant to be itemized perfectly. Remember these are the first tiers of the expansion so they are made sub-par purposefully to ensure ease when introducing upgrades.
Also, by zone, every single green armor item for each gear slot has the same item level...meaning the same amount of stats, only they're distributed differently. So if your belt has armor penetration, just wait for another quest reward to come along that has something else you want.
All my Death Knight's armor has Strength as its primary stat, along with Attack Power and Crit Rating. Stats like Expertise, Stamina, Agility, Armor Penetration, and Haste are replaced as soon as possible.
