For levelling, you're quite right: ArP is suboptimal. If it appears on gear that also has a decent amount of agility and stamina, well and good, but don't bother with it otherwise. It would require excessive stacking to be particularly useful to you, and frankly, by the time you managed to accumulate enough to actually notice its effect, you'd be a higher level and so would find better gear anyway.
Seriously, don't dwell on the virtues of ArP gear until you are quite well geared at level 80. For early feral dps, agility is your best stat, and agility never ceases to be useful to you. Stack agility.
