It's not close - Haste scales horribly, and with triple WF the only reason to even use Hurricane is if you don't use WF. If you run ft/fb against an all plate team than you can use hurricane. If you are semi-skilled and reforged to mastery than Avalanche just keeps getting better.
Landslide>Avalanche>Mongoose>Berzerking>Hurricane

I did some testing. In my gear, Avalanche is worth 195.4 mh dps, 152.16 oh dps (windfury gives more mh procs). The
first Hurricane enchant
is worth ~185 dps (191.3mh/180oh) while the second is only worth 104.4dps. The second Hurricane enchant is worth less because Hurricane can proc in two ways, from melee attacks and from spell dmg. The melee proc has no internal CD and can stack for a double proc. The spell dmg proc has an internal CD and can't stack for a double proc (think Black Magic).
What does this mean? Avalanche/Hurricane is our 3rd best enchant setup by ~50dps. Avalanche/Landslide and Landslide 2x are above it. Landslide is ~400dps each.
