As a raiding moonkin in TK/SSC, I would use this build:

-1 Omen of Clarity. The only time you would expect to see this proc would be melee'ing for mana (I'm not a supporter of this mana regen). If you have a slow weapon, this is even more of a crutch. We have few points to go around as a PVE moonkin, let's see where else we can put them.
-2 Nature's Focus. Should you find yourself in a healing situation (which should be rare, ruling out investing into this talent in itself), you have Barkskin (reducing the damage you take (which is why you chose to invest in this talent in the first place - no spell pushback)).
-2 Naturalist. Personally, I wouldn't invest into this at all. However, 5 points is needed to obtain Intensity and Subtlety. 2 here and 3 in...
+3 Natural Shapeshifter. You will find yourself shifting in and out of Moonkin more than anything. Take all the mana conservation available to you.
+5 Points in Subtlety. I'm sure you've pulled aggro without trying. This is a problem we have. With zero threat reduction, any level of minimizing our threat done is mandetory.
-3 Control of Nature. It's virtually pointless in the PVE environment. Invest into +2 Brambles. Added Thorns damage is more threat for tanks. Not much, but a better choice for PVE.
-1 Force of Nature. Treants can break crowd control and die fast if damaged. They're an unreliable source of DPS. As fun as these can be, there's more beneficial talents to be invested in if you're serious about PVE content.
And depending on what your hit rating is (152 is the cap on raid bosses) and your melee/ranged hit ratings are, I would go with +2 in Balance of Power OR +2 in Improved Faerie Fire.
