Well i don't know to much about balance, having leveled to 80 as feral, but im currently looking
at this build and glyphs (PVE / heroics / 10-mans only). Figured id just toss this out here and get some comments on it as well. Also whats the stat priority between int,spirit, haste, ect?

edit: Im also a tailor so iv got easy access to moonshroud / spellweave / ebonweave chest and gloves. What ones out be best?

I would use a build like this
to level. I'm doing a lot of assumptions primarily that you are still 56 on your druid.
I'll go line by line about why I chose some talents.
Resto: Furor. These 5 points you can invest into the balance tree to round out the tree.. namely picking up Earth and Moon and starfall. I find that 10% int is well worthwhile. You can take points out of here and put the points into the talents I have listed.
Starlight Wrath: this is a no brainer talent for balance druids. Genesis is meant for resto's to open the balance tree.
Moonglow: I am of the belief that any sort of mana reduction and mana regen is good. Moonglow helps so many spells. Next there isnt that much more in this tier that helps this much
Nature's Majesty: Crit is good.
Improved Moonfire: Even if you grab the Moonfire glyph which kills the initial damage portion, well not kills just redistributes the damage over the DoT portion. This talent is still good. Your initial hit can crit more often and your DoT hurts more. Even more with the glyph. Win win.
Nature's Grace: Any spells that crit knocks off .5 seconds off your next spells. Soon to work with our OoC rez.. (yay). Faster casts = more damage = more time spent OOM ;) and hopefully its dead before hand.
Nature's Splendor: When this was a 3 point talent. Waste of time. Now its 1 point. It's worth 1 more tick of Moonfire for me. I'm using this to open the tree later on. It acts like filler but it doesnt really taste like filler. This one point could be placed into Balance of power which will give you 2% hit, but you are lvling. Hit doesnt really matter. Imp. IS, yes it does help but when I level I rarely put up IS. It's just SF,MF Wrath till dead. So I wouldn't take imp IS till later. Imp. Moonkin form. This is the only talent I would say is worth putting this point into. 1% haste and 5% of your spirit to spell damage is very good for just 1 point. So one could choose to put the point into Nature's Splendor or imp Moonkin form. I just put it into here because I use moonfire so much. To tag. to proc my idol. to annoy people.
Vengence: With a talent name like that why wouldn't you put points into it. Who the hell cares about what it does. Wait increasing my crit damage. Win. Good name. decent ability. Sounds good.
Celestial Focus: You don't really care about the stun. It happens it doesn't who cares. You care about the fact that its haste. Free Haste. Sweet sweet free haste. Lowers your Global Cooldown. Speeds up the casting time of your spells. Speeds up the channeled spells. Excellent talent.
Lunar Guidance: free spell damage why not. We do huck spells around. Even help out healing every so often.
IS: umm another spell. its useful when you are instancing. and raiding. More importantly its 1 point for quite a bit. Soloing a mob that higher level than you. Decrease his/her hit chance. Like the sound and graphics of flies flying around a target. Insect Swarm him.
Imp. IS pls refer to my bit about Nature's splendor. Pls keep in mind I am making lvl 56 assumptions. if this was 80. I'd still put only 1 point into here. I think there are more worthwhile things to get.
Dreamstate: MP5. Go OoM less quickly. Stay in the fight longer. Sounds good.
Moonfury. 3 points for increased damage to all our offense damaging spell. Sold!
Balance of Power: you are lvling. you can put points into this later. Like after you pick up earth and moon and starfall.
Moonkin Form: Spiffy chippendale dancing form. Sounds like its worth a point. Don't you.
Imp: Moonkin Form: Pls refer to Nature's splendor.
Owlkin Frenzy: Ask yourself, do you pvp. Normally I'd put a point in here later just because you randomly will get hit. and randomly proc up some extra damage. I don't count on it. If it happens its all good.
Wrath of Cenarius: Same tier as Owlkin Frenzy. Much more important. Our two primary nukes gets more damage. Scaling damage. Must get. People will note that I put 4/5 here instead of 5/5. There is a reason for that.
Eclipse: don't worry about this for now. You are leveling. You can come back to this later. I got a good reason for skipping this now.
Typhoon. Umm.. do you want to glyph for this spell to make tanks like you? Or do you choose to go meh and just skip it.
Gale winds: well if you skip typhoon. You'd probably skip this.
Treants: Why i chose to have treants. Treants are really stupid pets. They attack what you attack. Sometimes they run off and hit something you don't want them to hit. They are useful. I like sticking them in front of something I need occupied while I loot something and run away. Treants are decent random dps for boss fights. For 1 point, they are a good distraction and random dps. They get my vote.
As for what to aim for. At 80 this is my planned moonkin spec
