Take the points out of dreamstate and put them in intensity, 9/10 it gives better mana regen.
PvP based gear has next to no Spirit on it unfortunately and gemming spirit over stam is a very bad idea. This leaves boomkins with, more often then not, less then 300 spirit in a full pvp set. This makes Dreamstate a better mana regen talent over intensity(PVP ONLY).
I hate to say it, but he's right. PvP gear doesn't allow for heavy spirit itemization, so Dreamstate is likely a better choice.

I'm not sure how well Master Shapeshifter works in pvp as Balance because you need to shift out to be able to heal yourself, meaning that caster form is more versatile while more vulnerable. In the current state of the game, the armor isn't going to help you quite as much. Also, if you shift out to heal yourself and then shift back in to do damage spells, you're effectively killing a GCD that you could be doing something else with, saying casting a hot or dot.
The builds also lack Eclipse since I believe it isn't essential, however effective it might prove later, and lacks Intensity and Improved Moonkin due to the lack of spirit on pvp gear. As far as Mana goes, our primary pvp talents will likely end up being Dreamstate and Omen of Clarity. Also, since they are often as important as the specs themselves, my builds would likely be using the Glyphs of Entangling Roots, Insect Swarm, and Hurricane. I know many will disagree on IS, but the miss chance seems insignificant in pvp, where burst is essential and is not often the long-long run that counts, unlike pve where 3 misses per 100 hits is a great boon.

Additionally, I like to put only 1 point in Owlkin Frenzy, it procs often enough at 5% to do what I need.
