Have you locked the buttons and action bars? And if you mean clicking the item's icon next to your quest watch list, Bartender does nothing for that frame. Bartender is solely action bars.
However, if you decide to put a quest item on your action bars, then you can click it, or bind a key press to that button. You can even make the key bind character-specific if you wish.
