I guess people are going in their pet journal and they are "putting them in cage" letting them to re-sell them.
Not sure if intended or not.

You can put quite a few pets that you have learned in cages now making it an item that can be traded and sold. Right click on a pet in the massive list to see all the options for interacting with them.
edit: You beat me to it. It is intended, some pets are not cageable.
