For Night Elves the bear form quest chain starts with
this quest
given by the druid trainer in Dolanaar. For Tauren it starts
here
with the druid trainer in Bloodhoof Village.
If you don't pick it up from these then there are other NPCs who will give you essentially the same quest.
The quest is available from level 10.
